About 10 workers drained the murky, algae-filled water 16 May, scrubbing out the fountain to heal a long-standing eyesore.
The civil servants redecorated the garden, trimmed trees and chemically cleaned the sculpture with long brushes. Finally, the dolphins themselves got the wet-towel treatment.
The work drew crowds of residents happy to see that government workers, however belatedly, were finally putting their tax money to work.
